Cause for Concern; Chico ER Covers an Organization We Warned of Last Week

Worries include unethical and ill-informed “outreach”

“A number of unhoused people have told this newspaper they feel targeted by the organization when they have met the team, and advocates expressed concerns that the organization was given money to conduct work instead of county professionals or social workers.

James Harris said Thursday he is unhoused and the organization approached him in March in Bidwell Park about getting services. He said when he told them he preferred not to go to Torres Shelter, the team members called the Chico Police Department to see if he had any warrants.”

Perhaps just as alarming is the City of Chico’s refusal to provide records for a PRA request about this organization; conservative councilmembers met in secret with representatives from the county to discuss the award of outreach/survey dollars, which were never put out for bid.

Several public records requests for public documents — requesting Maloney’s and Point of Contact’s communications with Chico’s city manager and the Chico City Council, between Dec. 1 and April 5 and Jan. 1 to April 6 respectively — sent by this newspaper in April have been denied by Chico’s city attorney’s office. It marks the first time in more than 20 years that a public records request from the Enterprise-Record has been rejected; we are pursuing the matter with our counsel.”
