The Washington DC-based Inter-American Commission on Human Rights is partnering with the ACLU and others to draw attention to the human and civil rights violations taking place in the US as well as review relevant law, and Chico is the city they have chosen as an exemplar of poor leadership and bad policy leading to these violations.

In fact, 3 homeless people have been targeted and shot in the past month, and one was killed.

Rather than look for ways to address the issue, Citizens for a Safe Chico sent out a ghoulish, Halloween-ish email update full of misinformation, outright lies and plain old ugliness.
