The Washington DC-based Inter-American Commission on Human Rights is partnering with the ACLU and others to draw attention to the human and civil rights violations taking place in the US as well as review relevant law, and Chico is the city they have chosen as an exemplar of poor leadership and bad policy leading to these violations.

In fact, 3 homeless people have been targeted and shot in the past month, and one was killed.
Rather than look for ways to address the issue, Citizens for a Safe Chico sent out a ghoulish, Halloween-ish email update full of misinformation, outright lies and plain old ugliness. Last night, while being interviewed for a possible appointment to the city council, former police Chief O’Brien doubled down, saying he was all for enforcing the city homeless ordinances “as they are,” despite the fact the judge in the case against Chico has at least twice said those ordinances are “illegal as written.”
