Chico PD Sued Again, Mark Bass, who has killed two citizens in the line of duty, party to yet another excessive use of force lawsuit … and still on the job.

A Guardian analysis in 2015 found that homeless people were 6.5 times more likely to be killed by police than the rest of the population. And police largely don’t have an answer when encampment residents ask them where they should go, as most local jurisdictions lack the supportive and affordable housing necessary to house the more than 567,000 living unsheltered in the US.

Two young Chico police officers, on the night in 2017 they gunned Desmond Phillips down, told conflicting stories to investigators about what Phillips was doing in the seconds before he was slain.
Desmond Phillips was killed by police on March 17, 2017.

The court has granted an emergency restraining order against the City of Chico, preventing them from clearing Comanche Creek of campers for now.

Legal Services of Northern California (LSNC) filed suit against the city of Chico on Thursday in the U.S. District Court in Sacramento. LSNC previously warned the city they were out of compliance with the law and faced potential litigation back in January.
Nonetheless, 𝐭𝐡𝐞 𝐬𝐭𝐮𝐧𝐧𝐢𝐧𝐠𝐥𝐲 𝐢𝐧𝐜𝐨𝐦𝐩𝐞𝐭𝐞𝐧𝐭 𝐚𝐧𝐝 𝐟𝐢𝐬𝐜𝐚𝐥𝐥𝐲-𝐢𝐧𝐞𝐩𝐭 𝐜𝐢𝐭𝐲 𝐜𝐨𝐮𝐧𝐜𝐢𝐥, 𝐟𝐨𝐥𝐥𝐨𝐰𝐢𝐧𝐠 𝐭𝐡𝐞 𝐥𝐞𝐚𝐝 𝐨𝐟 𝐐𝐀𝐧𝐨𝐧 𝐟𝐨𝐥𝐥𝐨𝐰𝐢𝐧𝐠 𝐜𝐫𝐞𝐚𝐭𝐢𝐨𝐧𝐢𝐬𝐭 𝐃𝐞𝐧𝐥𝐚𝐲, 𝐝𝐞𝐧𝐢𝐞𝐝 𝐭𝐡𝐞𝐫𝐞 𝐰𝐚𝐬 𝐚 𝐬𝐡𝐞𝐥𝐭𝐞𝐫 𝐜𝐫𝐢𝐬𝐢𝐬, potentially losing the city hundreds of thousands in funding, and are now costing the city hundreds of thousands more to fight a lawsuit based on their specific decision to make people's live miserable.
