Chico City Council Meeting Allows Real-Time Participation Tonight. Hereโs What You Need to Know
The meeting starts at 6PM and will run until 10 unless the council approves extending the time beyond that.

This is our only opportunity for public input on the evictions, since there is no directly related agenda item. Some important things you may want to bring up:
The evictions solve nothing. They are expensive. There is no place for people go legally right now. They push desperate people into the Avenues and alleyways, which may well push up crime in those areas. Desperate people without options will do desperate things.
As well, this is an opportunity to express any other concerns you have for our community.

The council is replacing Andrew Jared, who has provided able and ethical representation to the city, with Vince Ewing, an attorney who's has cronies on the current council. There was no competitive process to solicit a replacement, this was done through a closed session in possible violation of the Brown Act. You can read more about this here.

California approved recreational Cannabis in 2016. Chico voters overwhelmingly approved it, with over 60% in favor. Yet here we are in 2021 and we still don't have a single legal dispensary.
Commercial cannabis will bring immediate jobs and additional revenue to Chico, things we desperately need as the pandemic continues. It is heavily regulated by the state, and must have security staff onsite at all times, video cameras inside and out, and much more. Dispensaries throughout the state have proven themselves to be good neighbors that don't contribute to an increase in crime. This is long overdue and the current council is once again stalling.

Everything about this is political. Kami finally attended one (yep only one, and weeks after she requested this item be agendized) GCHTF meeting and has so little knowledge about their work it is laughable.
Nonetheless, she will try to take over the task force at tonight's meeting.
For those who haven't attended GCHTF meetings: The task force is collaborative community group that includes service providers, city staff and the general public. It has been around for 25 years, and many of the organizations we take for granted in our community sprang forth from that collaboration, including the Torres Shelter and CHAT.
Meetings are open to the public. Anyone can become a member by attending 1 meeting and requesting membership.
Kami doesn't believe the homeless should receive any services, she believes that service providers are only in it for the money, and she isn't happy about the task force having a seat on the Butte CoC, which is the organization that manages most funding for homelessness that comes into Butte County.
Word has is she will try to "take over" by saying that the city "owns" the task force (it does not, aside from city staff helping to manage the mailing list and paying for the website hosting one year, it receives no city resources). She may also say that the city owns the "intellectual property rights" to the task force, something that attorneys who have been consulted say is not the case; the city can't own the product of a collaborative body.
If she wants to create an official city commission on homelessness, more power to her. It will certainly be costly, something the conservatives say they don't want, but with homelessness being one of the most important issues our city faces, another commission may be an asset.
Demand that she leave the task force to their work, and that the city council protect a 25-year old collaborative body that has so effectively fostered service and collaboration in our community.

The City Council will review, and presumably rescind, the Housing Committee report that includes inclusionary zoning, a liberalization of permitting on ADUs, as well as vague commitments for the City to support affordable housing and look into community land trusts.
It's a big and complicated report, but most recommendations are worth defending.

The community input on the Housing Element update is basically over until the work is done in August, and we need more opportunities for people to learn about what these recommendations mean for the community, of to have the opportunity to speak their mind on city housing policy.

This item should be getting a hard NO. The city is effectively gambling with our unfunded pension liabilities, issuing a bond and assuming it will do well enough to cover liabilities. This item deserves a deep dive and we will try to do that in coming weeks.
